There are a few ways you can do this.
If you have photo editing software on your computer already, you can do it there.
If not you can find one on the net (there are lots out there that are free).

Then you have the option to resize the photo to 25%, 50% or 75% of it's original size. You'll have to keep playing with it and check the properties until it gets closer to the size you want it to. There is no way to make it be exactly a certain measurement or file size. It's a trial and error thing. and you may find yourself uploading it a few times and trying again before you get it where you want it. The good thing about it is that you don't have to spend any time learning new software. PLUS, your image is then already hosted on the web and ready for use on the forum.
Once you get it to the size you want. use the provided URL to post it wherver you want on the board or even add to your profile!
Photobucket.com is also the perfect palce to store our photos. First of all, it's free. You can have multiple albums so you could even use it all over the internet and store photos for different places in different albums. If you get a paid account ($25/a year) it also allows you to share video clips!.
