It's mostly about you, not the circumstance.

We've done it both ways, and it has worked out positively both ways. It has work out well because my wife and I are relatively dog savvy people. However it can also be a disaster either way, but that too will be more about the dog savvy of the owner, and less about the people/child savvy of the dog.

Either way, just be honest with yourself about your own capacities, then the advisable decision will be fairly obvious.

We have also done it both ways and with different breeds but as another person said once you have the baby you won't have as much time to devote to the dog.  I found my 8 year old and 11 year old boys are great with my RR pup but the 4 nearly 5 year old is a PITA! I now would not get another dog with a child between the ages 2-4 they are too mobile too quick and too strong willed! ;)

It doesn't matter which comes first, either way you have to train either the dog or the baby how to be with the other.  Same amount of training either way.

I think getting a puppy and raising it is excellent training for humans on raising babies.  Although in my experience the dogs are usually much easier and it certainly doesn't take as long. ;-)

and in the long run the dog is less costly.   ;)
